Investment Program for the Development of Heat Networks in Krasnoyarsk

The investment program for the development of the objects used in the sphere of heat supply of the city of Krasnoyarsk for 2007 - 2010 was developed by JSC “Yenisei TGC (TGC-13)” together with the Krasnoyarsk City Administration. The program passed through all necessary procedures of the coordination and was approved by the decision of Krasnoyarsk City Council of Deputies as of 11 November 2007 No.V-84P. The meeting of Krasnoyarsk City Council of Deputies as of 20 March 2009 No.V-76 corrected the term of realization of the program up to 2012.

Payment for connection to heat supply networks of JSC “Yenisei TGC (TGC-13)” was chosen to be the way of backing of financial needs of JSC “Yenisei TGC (TGC-13)”, which are required for implementation of the investment program approved by the this decision.

The program goal is development of thermal transportation infrastructure of the city in order to provide a possibility of connection of newly created (reconstructed) objects of real estate to heat supply networks of JSC “Yenisei TGC (TGC-13)”.

The program tasks:

- Increase in transmission capacity of thermal networks;
- Re-direction of the streams of thermal energy connected with optimization of operation of large heat sources: Krasnoyarsk CHP-1 and Krasnoyarsk CHP-2;
- Increase in the connected loading of heat consuming objects.

- Realization of the program will allow to increase transmission capacity of the main thermal networks at sites which constrain transmission of additional capacities for connection of new objects in the future, to receive additional thermal capacities, to redirect the stream of thermal energy for optimization of operation of Krasnoyarsk heat power plants.

A number of actions on replacement of the existing heating mains with increase in their diameter, construction of new heating mains and pump stations, thermal centers, installation of new equipment or reconstruction of operating equipment are planned within the limits of the investment program.

The planned social and economic benefit from realization of the program is a possibility of connection of newly created (reconstructed) real estate objects a total thermal loading of up to 350.5 Gcal/h, a total area of 5,362,900 sq.m, to the heat supply networks of JSC “Yenisei TGC (TGC-13)”.
