In 1976, he graduated from Krasnoyarsk Polytechnic Institute, majoring in Heat and Power Stations, as a qualified heat power engineer.
In 1999, he completed further training course at JSC “GVC Energetiki”, St. Petersburg. In 2003, he underwent training in Advanced Practices and Team Building at ÌÌÊ-INTERNATIONAL, Centre for Continuous Management Education attached to Baltic Pedagogical Academy, St. Petersburg.

Commencement of his work career dates back to 1967 when Boris Petrovich Vorobyov was employed as a first-rank fitter to Krasnoyarsk Radio Engineering Factory. Then he studied at Krasnoyarsk Polytechnic Institute and carried out his military service.
He has been working in power industry for more than three decades.
