In 1975 he graduated from Krasnoyarsk Polytechnic Institute, majoring in “Heat and Power Stations”.

In 2005 he completed second Higher Education Course in Krasnoyarsk State Technical University, majoring in “Economics and Management in Power Enterprises”.

Business experience:

34 years of experience in power industry.

1975-1989. Nazarovo GRES (State District Power Station). Hard way from inspector-operator to Deputy Chief Operational Engineer of Nazarovo GRES.

1989 - 1990. As a competent and proactive specialist, Mr. Tsarev was sent to Talimardzhan GRES as chief engineer for commissioning.

1990-2009. Return to Nazarovo GRES, work as chief engineer since 2002.

2009-2010. Assignment to the position of Technical Director, Deputy Director General for production at OJSC “Yenisei TGC (TGC-13)”.

Since 2010 First Deputy Director General, Chief Engineer of OJSC “Yenisei TGC (TGC-13)”.

During service at Nazarovo GRES, he implemented six rationalization proposals personally, with a large economic effect for the Power Station. In 1987 he was awarded a prize in competition of Ministry of Energy and Electrification of USSR due to skilful management of rationalization operations at Nazarovo GRES.

In 2006, tests at power units of stations 1-6 of Nazarovo GRES were conducted under his guidance, with re-labeling from 120 MW to 135 MW performed upon the results. It allowed for increase in nominal performance of Nazarovo GRES by 90 MW and in electricity generation by 500 mln. kWh, as well as for significant economic effect for about 150 mln. Rubles per year. Implementation of this project contributed greatly to development of Siberian power network.

Mr. Tsarev was awarded by Power Station and Joint-Stock Company Management 29 times for conscientious and active work, and skillful administration. In 1999 an honorary title of “Labor Veteran” of JSC “Krasnoyarskenergo” was awarded to him. In 2001 he received Commendation from Ministry of Energy of Russian Federation for significant contribution to national power industry development, and was awarded with Honorary Certificate by OAO RAO “UES of Russia” in 2004. In 2005 he was awarded with Jubilee Medal “100 Years of Trade Unions in Russia” from FNPR (Federation of Independent Trade Unions of Russia).
